The Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHUCCP) specializes in developing and implementing social and behavior change communication (SBCC) programs that improve health outcomes around the world. As a recipient of a twenty month USAID award in Nepal, Breakthrough Action Project is seeking full-time Program Coordinators. The JHUCCP Breakthrough Action Project will jointly work with the Ministry of Health, National Health Education Information Communication Center (NHEICC), Family Health Division (FHD), Child Health Division (CHD) and subnational bodies, key stakeholders with the support of USAID to strengthen the Social and Behavior Change Communication (SBCC) system to address the maternal, newborn, child health, adolescent health, nutrition and family planning needs of vulnerable women and households in Nepal through the use of strategic communication.

Location: District Based (Designated districts in Province 6)

Supervisor: Senior Palika Program Specialist

 

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

  • Work with palikas, wards and health facilities to understand their priorities and advocate for effective SBCC processes, interventions, monitoring and evaluation
  • Work with palikas, wards and health facilities to develop a system to identify health priorities and strengthen their capacity to develop cost-effective health promotion/SBC activity plans
  • Work with select palikas to enhance their SBCC management capabilities
  • Provide SBC technical assistance for designing, implementing and monitoring community level activities, producing print and audiovisual materials, effectively using information communication technologies, designing curriculum and implementing training programs. The activities will use existing tools, as far as possible, and adapt or develop new ones as needed
  • Work in close coordination with Health Coordinators, Palika executives/staffs to make plan incorporating SBCC activities (make work plan and track the progress)
  • Work with local medical colleges/technical institutions to strengthen the SBCC capacity
  • Work within the decentralized system at the provincial, district, palika, federal level for coordination and participation in the federal SBC system formation, strengthening and related activities at the Palika and Province levels
  • Strengthen coordination among all partners working in integrated MNCH/FP/Adolescent and Nutrition programs, including GON at all levels, USAID, UN Agencies and other relevant stakeholders at District/Palika level
  • Implement and monitor district/Palika level project-related health promotion capacity strengthening activities at the Province, Palika and below levels
  • Document lessons learned for coordination from province to palika to ward level system for scaling up to other areas
  • Participate and represent Breakthrough Action at meetings and events at the Pradesh and Palika levels • Handle/Manage financial transactions following JHU financial norms
  • Prepare programmatic and financial report and submit on time
  • Other duties as assigned

QUALIFICATION, WORK EXPERIENCE AND COMPETENCES:

Education and/or Experience

  • Have completed master’s degree in health or social science
  • Have at least 5 years working experience as a manager/coordinator at the field level
  • Experience working in USAID funded project/s as a local field coordinator
  • Good coordination skills with extensive, close working experience with local government counterparts is necessary
  • SBCC experience in areas of MNCH, Adolescent health, FP, Nutrition
  • Experience in advocacy, participatory social mobilization, and social behavior change communication at the family and community levels
  • Good training, facilitation, mentoring, M&E/reporting and financial management skills are mandatory

Language Skills

  • Excellent written and oral communication skills in English and Nepali
  • Ability to effectively present information to government officials, funding organization, public groups and with community members

Computer/Driving Skills

  • MS Word, Excel, MS PowerPoint, other standard software
  • 2 wheelers driving skill and valid license is mandatory
