National Individual Consultancy – Implementation of Comprehension Nutrition Specific Interventions in MSNP Districts, Kathmandu, Nepal ( Only for Nepalese Nationals)

The basic purpose of the consultancy is to provide focused and intensive technical support to the Nutrition Section of Family Welfare Division of DoHS/ Ministry of Health and Population in order to ensure effective implementation of comprehensive nutrition packages under Direct Cash Transfer (DCT) in Nutrition Section of Family Welfare Division for the quality reporting of the program performance.

Specific Tasks

a. Support in Scaling Up

  • Support Policy and Planning Division as well as Family Welfare Division, District (Public) Health Offices, and Local Authorities to scale up interventions such as; IYCF-MNP in additional 6 districts, IYCF-Cash Grant in additional 9 districts, IMAM in 3 additional districts, and adolescent IFA to cover all 30 MSNP districts during the fiscal year 2019/2020.

b. Coordination and planning

  • Support to develop annual work plan and budget in line with MSNP and ensure that all UNICEF’s interventions are included in the AWPB as per the programme commitments of UNICEF
  • Coordinate and assist in analysing nutrition data collected from health sector through HMIS on monthly/quarterly basis for nutrition specific interventions.

c. Reporting of Comprehensive Nutrition programme

  • Coordinate with DHOs/DPHOs to collect monthly/quarterly progress from all respective program districts including MSNP districts/local governments.
  • Support in Compilation and analysis of the collected data
  • Prepare a composite report on Comprehensive Nutrition program indicators
  • Provide regular feedback to the DHOs/DPHOs after analysis and findings

d. Supportive supervision and monitoring of Program activities

  • Provide technical assistance to the Nutrition Section of the Family Welfare Division (FWD) of DoHS/MoHP and Policy Planning Division to plan, supervise and monitor comprehensive nutrition packages in the program districts
  • Prepare trip reports of all the field trips/supportive supervision and monitoring visits with identified issues/constraints and recommendations for the improvement of the programme
  • Liaise with Nutrition Section of the Family Welfare Division (FWD) of DoHS/MoHP for their supportive supervision and monitoring of program districts.

e. Effective implementation of HMIS tools for comprehensive nutrition programmes

  • Ensure/support in the implementation of the revised HMIS tools for IMAM, MNP, IYCF and maternal/adolescent nutrition related matters.
  • Support capacity building of health workers on HMIS at different levels.
  • Observe/identify use of HMIS tools during the field visits

f. Support nutrition cluster coordinator and Family Welfare Division (FWD) to strengthen and expand emergency nutrition cluster, ensuring that competent and efficient cluster leadership in emergency nutrition

  • Support in revising/updating nutrition cluster documents e.g. cluster operating guideline, contingency plan etc.
  • Support to conduct periodic meetings of nutrition cluster, ensure active participation of emergency nutrition cluster members in cluster meetings
  • Support Family Welfare Division for actively representing in inter-cluster humanitarian coordination meeting lead by ministry of home affairs, as well as support to plan, organize and conduct training and orientation activities for government personnel and partners in emergency nutrition and disaster risk reduction
  • Update and develop the strategy and action plans for nutrition intervention in emergencies as needed
  • Participate in multi-cluster initial rapid assessment during emergencies along with other cluster members
  • Update data base on nutrition in emergency supplies, trained human resources, nutrition cluster activity mapping including 4W (what, where, when whom) mapping

Duration of the contract: 

The total duration of the consultancy is 11.5 months effective from 20 March 2019 to 05 March 2020.

Deliverable for this assignment: 

1st Deliverable by 20 May 2019

  • Develop and submission of  Nutrition specific annual work plan with budget
  • Submission of supply plan of essential supplies (MNPs, RUTF Training Manuals, Counselling Cards and other BCCs for MNP, Vitamin ‘A’ capsule, iron folic acid tablet, deworming medicine, Other IEC/ training materials,) to the  program  districts
  • Submission of training plan for Comprehensive Nutrition Package
  • Submission of consolidated monthly/quarterly database for IYCF-MNP, IYCF-CG, IMAM, MIYCN Communication Action Plan and micronutrient program and coordinate with HMIS.
  • Submission of situation Analysis Report for Nutrition based on HMIS Indicators

2nd Deliverable by 20 July 2019

  • Submission of field monitoring report with learnings and recommendation and actions to be taken
  • Submission of nutrition cluster meeting minutes with updated operating guideline and contingency plan.
  • Completion of Joint mapping of nutrition program with other  CHD for effective program implementation
  • Submission of  quarterly review meetings along with  reports

3rd Deliverable by 20 September 2019

  • Submission of updated Supply Plan for Nutrition Commodity
  • Submission of report of Analysis of HMIS indicators from UNICEF priority districts ( MSNP, IYCF-MNP and IYCF-CG districts
  • Submission of Comprehensive Nutrition Package Training Report from program districts

4th Deliverable by 20 December 2019

  • Submission of consolidated progress report for IYCF-MNP, IYCF-CG, IMAM, MIYCN Communication Action Plan and micronutrient programs.
  • Submission of  of at least two field monitoring visit report
  • Submission of Situation Analysis Report for Nutrition based on HMIS Indicators

5th Deliverable by 05 March 2019

  • Submission of Final Commodity and Supply Report for 2017-2018
  • Submission of Final Comprehensive Nutrition Program Scale Up reports with program review as well as summarizing progresses on IYCF-MNP, IYCF-CG, MIYCN Communication Action Plan and G1000 Days including ccapacity building components.
  • Submission of consolidated field monitoring report with learnings, recommendations and actions taken
  • Submission of final deliverable report

* Consultant will be required to travel to MSNP districts.

Working Conditions 

Location (Home-based/Office-based/other): Office Based, 50 percent time in Nutrition Section, Family Welfare Division and 50 percent time in Nutrition Section of UNICEF.

 Minimum Qualifications Required

  • Education: Advanced University Degree in nutrition, social science, public health, food and nutrition, nutritional epidemiology, global/international health and nutrition, health/nutrition research, nutrition policy and/or management, health sciences, or other health related science field is required.
  • Work Experience: A minimum of five years of professional experience in nutrition/health policy, MSNP, public health nutrition, planning and management and/or in relevant areas of maternal, infant and child health/nutrition care. Experience in health/nutrition program/project development in UN system agency or organization is an asset. Similarly, preference will be given to those who have outstanding  working with Family Welfare Division (formerly Child Health Division) of Ministry of Health and Population or experience with the National Planning Commission, Ministry of Education, Ministry of Federal Affairs and Local Development, Development partners, I/NGOs and Research Organizations.
  • Special skills:  Familiarity with the child nutrition, children, adolescent and maternal health and nutrition issues in Nepal, high skilled in program planning and documentation, supervision and monitoring and technical backstopping in the program planning and health/nutrition policy, well familiar with the nutrition related training in health and nutrition sector, excellent communication and coordination skill,  analyzing, negotiating, communication and advocacy skills,  Good data analysis and database management skills, Good documentation and report writing skills and Fluency in English and Nepali    
  • List any special skills and/or knowledge required: In-depth knowledge Multi Sector Nutrition Plan (MSNP), Integrated Management of Acute Malnutrition, micronutrient initiative in Nepal including and humanitarian response, familiar with the key component of Health Information Management System (HMIS), good skill on coordinating in health and nutrition program at the central level, knowledge of standard operation procedure in the Ministry of Health and other Ministries of Nepal relevant to MSNP.
